Good grief! It was Kim Il Sung whose forces, supplied and trained by the Soviets, invaded the South 49 years ago. They would really like to do it again.

The Comprehensive Test Ban treaty (CTBT) argument is specious at best. What is important is that the DPRK might actually use its nuclear weapons offensively if it ever gets them. That is besides sharing data with the Iranians on missiles and nuclear weapons.

There is nobody else in the area that wants the DPRK to have nukes. Considering the way the the DPRK is talking about shooting down Japanese aircraft operating legally in the Sea of Japan, I would not be a bit surprised if the Japanese don't start talking about becoming a nuclear power themselves. It would take them about six months.
